If you’re a small to mid-sized church with one or two people making changes to the church website, a CSS/HTML-based website might be a better choice- because, up front, there is probably less to learn with a simple CSS/HTML set-up than with a full content management infrastructure. The use of an HTML editor (such as Dreamweaver, Microsoft Expression Web, or the totally free, Kompozer) allows you to quickly and easily replace the default text and photos with your own. For those with a basic grasp of HTML and CSS, customization will be a simple process.

Joomla is an open-source content management system (CMS) that allows churches and organizations to maintain their own websites (including making updates, changes, etc) via the use of an online user interface. If you are a medium to large church/organization planning on giving upload access to a large number of people and expecting frequent changes/updates, then Joomla could be the better option. While Joomla! requires little to no prerequisite html knowledge the user interface and infrastructure still offers a pretty steep learning curve. We recommend prior Joomla experience.
